    Abstract

    The HSES is a nationally representative survey that aims to estimate and monitor the level of poverty of the country and people's living standards. It aims to update consumption weights for the Consumer Price Index baskets and estimate private consumption expenditure for the national accounts (GDP). Before HSES, Household Income and Expenditure Survey (HIES) was a main survey and then since 2007, instead of HIES, HSES has been implemented in the current form.
    The data is collected over 12 months and the main comprehensive form of the survey for poverty estimation has been implemented biennially since 2012. A short-form survey is conducted once every two years when the main comprehensive survey is not conducted. As for the data collection method, HSES has adapted computer-assisted personal interviewing (CAPI) method since 2014.

    Sampling Procedure

    The HSES is representative of the nation, region, urban/rural areas, residential location and amigas. It was enumerated in 320 soums and 9 districts of Mongolia. In total 11,232 households were randomly selected for the HSES 2019.The list of all households of Mongolia or the list of households registered in the population and households' database at NSO was used for HSES as a sampling frame.
    For the HSES 2019, the sample size is 11,232 households, of which 936 households were surveyed each month.The sample size is distributed using proportional probability sampling techniques. Sampling distribution is made to be proportional to each domain, taking into account the number of households of aimags.
    In the 2019 HSES, 99.7 percent of the selected hosueholds, or 11197 households have participated in the survey.

    Deviations from the Sample Design

    The HSES's sampling strata or geographic domains of estimation were decided to the level of four residential location zones: Ulaanbaatar, Aimag center, Soum center, and Countryside.
    Households were selected using two stages of probability sampling. In the first stage, Primary Sampling Unit (PSU) was selected, using probability proportional to estimated size, and then in the second stage, households are selected in the selected PSUs using simple random sampling.
    In the HSES, Primary sampling units (PSUs) are kheseg in Ulaanbaatar, and bag in aimag, soum centers and countryside.
    In Ulaanbaatar city:
    -360 PSUs were selected out of total khesegs of UB city
    -10 households were selected from each selected khesegs.
    In aimag centers:
    -12 PSUs were selected from each aimag center. Taking into account the number of households, 24 PSUs from Darkhan-Uul aimag and Orkhon aimag.
    -10 households were selected from each PSUs.
    In soum centers and countryside:
    -24 bags were selected from each aimag as PSUs. For Khentii, Selenge, Bayankhongor, Zawkhan, Bayarn-Ulgii and Uvs aimags, 36 bags were selected. For Uvurkhangai, Tuv and Arkhangai aimags, 48 bags were selected. For Khuvsgul and Darkhan aimags, 60 and 12 bags were selected, respectively.
    -8 households were selected from each PSUs.

    Survey instrument

    Questionnaires

    The 2019 HSES was conducted in the comprehensive form, consisting of two sub-questionnaires with 11 modules in total. These include:
    ·Household socio-economic questionnaire (HSES-1): The questionnaire HSES-1 aims to collect general information about the household characteristics, employment, livestock breeding and crop farming, non-agricultural manufacturing, trade, services, dwelling and energy, durable goods, and non-food expenditure data.
    ·Household food consumption questionnaire (HSES-2a, HSES-2b): A combination of both a household diary and a recall methods are used to measure food consumption in the HSES survey. A thirty day diary (HSES-2a) compiled by an enumerator every 10 days, for three times during a single month is used to capture food consumption of hosueholds in Ulaanbataar and Aimag centers. A 7 day recall period questionnaire (HSES-2b) is used to capture food consumption in Soum Centers and the countryside.

    Data Collection Notes

    For the data collection of this survey, we used a modern technology that fully automated paper technology is tablet technology. This approach has a number of strengths as collected data is transmitted to the central network just after gathering from the primary level, ensuring the quality and security of data, time, personnel and cost savings. For our previous procedure, field supervisor checked all collected data by enumerators and then data transmitted to a central server of the NSO. Upon receiving data in a central server, a survey team in NSO made logical and other checks for all data transmitted from the field offices and additional clarifications were received from the field offices through the field supervisors. In all cases, it was possible to compare
    the listings used for consistency checks against actual questionnaires filled out by households (in fact, during the first round of checks, some households were visited again) and the data were revised whenever an error was found. Basically, three different rounds of consistency checks were applied to the data: first during the data collection by tablet, then during the compilation of the raw data files and finally during the preparation of this report. Before conducting the survey, we
    conducted a pilot study of using tablet PCs and conducted training for field supervisors and enumerators to conduct this survey, according to the common understanding, methodology and techniques, and provided preparations
    of successfully conducting a survey. We consider that the data quality standards are provided.

    The data collected using the CSPro 7.1 software and used the STATA 14.2 software to process and analyze survey results.
