    Abstract

    National Statistical Office of Mongolia conducted pilot Time use survey (TUS) in 2000. In 2004, the Law on Statistics was amended and it required the conduct of TUS every four years. According to this law, NSO conducted the first time national level TUS with international methodology in 2007.
    A Time use survey is a household statistical survey that provides data on how, on average, people spend their time.
    Survey findings show time spent in unpaid and paid work, people's daily activities, and spent time on those activities by specific age group, particularly adult, working age people, children and youth. Also statistical information useful for policy making and decision making was disaggregated by national, area, and gender etc.

    Survey objectives

    1. determine time spent in unpaid and paid work by gender and 5 years age groups.
    2. determine Mongolian population life pattern, and its change.
    3. obtain data essential to monitoring progress in the National Program of Gender equality.

    As mentioned earlier, households are defined as sampling unit. In total, 4,000 households selected for the sample, of these 3,998 were successfully interviewed for household questionnaire. In the interviewed households, 10,696 people age 12 years and over were identified, of these 10,693 were successfully interviewed for individual questionnaire.

    Sampling Procedure

    Sampling frame
    The TUS is a household based survey. Therefore, households are defined as sampling unit. The sampling frame was based on the population and household data as of the end of 2010. Excluded are the Mongolian citizens residing outside the country or in military camps, orphanages, care centers, hospitals, prisons and other correctional institutions for more than six months.

    The total sample size determined as 4,000 households or 0.5 percent of total households, representing the entire households in Mongolia. Since the survey covered 4 quarters, sample size was divided into four equal parts for four quarters.
    Sampling method
    The sampling design used a two-stage sampling method.

    1. Stage 1: The proportionate number of households for each of the 5 regions of Mongolia was determined using probability sampling method. Following this method, it was established that there should be 640 HHs from the Western region, 800 HHs from Khangai region, 640 HHs from Central region, 480 HHs from Eastern region, and 1440 HHs from Ulaanbaatar.
      The lowest administrative units, kheseg of khoroo for Ulaanbaatar, bagh of soum for aimags (provinces), were defined as primary sampling units (PSUs). In total, 400 PSUs were selected with probability proportional to size.
    2. Stage 2: After household listing of the selected PSUs was carried out by the statistical departments or divisions, 10 households were selected using systematic sampling from each PSU.

    Survey instrument

    Questionnaires

    In line with the survey objectives and coverage if the survey, the questionnaires and manual were developed based on recommendations and methodology of EUROSTAT and UN Statistics Division and other countries' experiences. Pilot survey was conducted covered 50 households in order to pretest clearness of questionnaire, coherence between questions and define average time spent for interviewing one household.
    There were two questionnaires:

    1. TUS-1 refers to the Household and Individual questionnaire which contains questions on household listing, type of dwelling, water and sanitation, main source of electricity and heating, assets for households; education information, marital status, health status and employment status for people age 12 years and over.
    2. TUS-2 refers to the Diary. This contains questions on daily activities and time spent for those activities.

    Data Collection Notes

    Data collection started in March 2007 and ended on the third week of December 2011. The fieldwork was conducted in every third week of March, June, September and December in 2011. Reference period was the "last week" or the week in which the survey took place. All days of week were covered in the diary.

    Data collected from the selected households were entered on computers using the CSPro 4.0 software program and data were analyzed using the SPSS 18.0 software program.
    Data gathered from the field were coded and activities were classified according to the "International Classification of Activities for Time Use Statistics" developed by UNSD.
